We provide services for each client ("Job"). Initially, we don't have to track hours for services as we are provided an allotted dollar amount per month, per service. Once we satisfy that allotted dollar amount, we are then provided hourly billable services.

Billable is where tracking labor budgets would need to begin for the same client/job which is where we track billable hours.

Is it possible to have a start date for tracking labor budgets without having to create a new client/job for the purposes of tracking only when the billable services begin? And possibly adding an end date for that matter. Let me know if you need further explanation.
